Description	Gets the endpoint record corresponding to the given `Endpoint` record `Type.` This method is used to retrieve an object implementing the requested record.

Return	`osid.transport.records.EndpointRecord`		the endpoint record
Errors	NULL_ARGUMENT		`endpointRecordType` is `null`
	OPERATION_FAILED		unable to complete request
